Musnad Ahmad 28:197

Isma'il narrated to us, from Layth, from 'Amr ibn Shu'ayb, from his father, from his grandfather, from the Prophet, peace and blessings of Allah be upon him, who said: "Whoever withholds his surplus water or his surplus pasture, Allah will withhold His bounty from him on the Day of Resurrection."
