Musnad Ahmad 28:246

Abu al-Nadr narrated to us, Muhammad—meaning Ibn Rashid—narrated to us, from Sulayman ibn Musa, that Abdullah ibn Amr wrote to an agent of his over a land of his: "Do not withhold your surplus water, for I heard the Messenger of Allah, peace and blessings of Allah be upon him, say: 'Whoever withholds surplus water in order to withhold by it the surplus pasture, Allah will withhold His bounty from him on the Day of Resurrection.'"
