Musnad Ahmad 28:39

Yahya narrated to us, from Isma'il, [who] narrated to us, 'Amir said: A man came to 'Abdullah ibn 'Amr and said: I heard the Messenger of Allah, peace and blessings of Allah be upon him, saying: "The Muslim is the one from whose tongue and hand the Muslims are safe, and the emigrant (Muhajir) is the one who abandons what Allah has forbidden."
