Musnad Ahmad 5:271

Abdullah narrated to us, Abu Salih Hadiya ibn Abd al-Wahhab narrated to me, in Mecca, Muhammad ibn Ubayd al-Tanafisi narrated to us, Yahya ibn Ayyub al-Bajali narrated to us, from al-Sha’bi, from Wahb al-Suwa’i, who said: Ali addressed us and said: "Who is the best of this nation after its Prophet?" I said: "You, O Commander of the Faithful." He said: "No, the best of this nation after its Prophet is Abu Bakr, then Umar. And we do not consider it far-fetched that the *Sakina* (divine tranquility) speaks upon the tongue of Umar."
