Musnad Ahmad 5:655

Yazid narrated to us, Zakariya informed us, from Abu Ishaq, from al-Harith, from Ali, who said: "You recite: 'After a bequest that he may have bequeathed or a debt,' but the Messenger of Allah (peace and blessings of Allah be upon him) decreed that the debt is to be paid before the bequest. And the full brothers (those who share the same father and mother) inherit from one another to the exclusion of the half-brothers (those who share only the father). A man inherits from his brother who shares his father and mother, to the exclusion of his brother who shares only his father."
