Musnad Ahmad 5:673

'Abdullah narrated to us, 'Uthman ibn Abi Shaybah narrated to me, Jarir narrated to us, from Muhammad ibn Salim, from Abu Ishaq, from 'Asim ibn Damrah, from 'Ali, who said: The Messenger of Allah (peace and blessings of Allah be upon him) said: "Regarding what the sky waters, there is a tenth (tithe) in it, and what is watered by the bucket (gharb) and the water-wheel (daliyah), there is half a tenth in it." Abu 'Abd al-Rahman said: I narrated to my father the hadith of 'Uthman from Jarir, and he rejected it. My father would not narrate to us from Muhammad ibn Salim due to his weakness in his view and his rejection of his hadith.
