Musnad Ahmad 5:74

Yahya narrated to us, from Mujalid, he said: Amir narrated to me, from al-Harith, from Ali, who said: "The Messenger of Allah, may Allah bless him and grant him peace, cursed ten: the consumer of usury, the one who pays it, its scribe, its two witnesses, the one who makes marriage lawful for another (al-muhallil), the one for whom it is made lawful (al-muhallal lahu), the one who withholds charity, the one who tattoos, and the one who asks to be tattooed."
