Musnad Ahmad 536:5

Ibn Numayr narrated to us, Sayf narrated to us, he said: I heard ‘Adi ibn ‘Adi al-Kindi narrating from Mujahid, he said: A freed slave of ours narrated to me that he heard my grandfather saying: I heard the Messenger of Allah, peace and blessings of Allah be upon him, saying: "Indeed, Allah does not punish the common people for the deeds of the elite, until they see the evil among them, and they are capable of denouncing it, yet they do not denounce it. So when they do that, Allah punishes the elite and the common people."
