Musnad Ahmad 652:15

Abu Mu'awiyah narrated to us, Al-A'mash narrated to us, from Al-Sha'bi, from Al-Nu'man ibn Bashir, who said: The Messenger of Allah, peace and blessings of Allah be upon him, said: "The likeness of the one who upholds the limits of Allah and the one who compromises regarding them is like a people who drew lots for places on a ship at sea. Some of them were assigned the lower deck, and some of them were assigned the upper deck. Those on the lower deck would go up to draw water, and they would pour it upon those on the upper deck. Those on the upper deck said: 'We will not let you come up, for you annoy us.' Those on the lower deck said: 'Then we shall bore a hole in the bottom of it, so we may draw water.' He said: 'If they restrain their hands and prevent them, they will all be saved, but if they leave them, they will all drown.'"
