Musnad Ahmad 652:33

Ishaq ibn Yusuf narrated to us, Zakariya ibn Abi Za'idah narrated to us, from al-Sha'bi, from al-Nu'man ibn Bashir, from the Prophet (peace and blessings of Allah be upon him), who said: "The likeness of the one who upholds the limits of Allah, the one who grazes around them, and the one who compromises regarding them, is like a people who drew lots for a ship. Some of them were assigned its upper deck, and some of them were assigned its lower deck and its roughest part. When those in the lower deck needed to draw water, they would pass by those above them and annoy them. So they said: 'If we were to make a hole in our portion to draw water from, we would not annoy those above us.' If they leave them to what they intended, they will all perish; but if they restrain their hands, they will all be saved."
