Musnad Ahmad 597:1

Isma'il ibn Ibrahim narrated to us, from Ali ibn al-Hakam, who said: Abu Hasan narrated to me, that 'Amr ibn Murrah said to Mu'awiyah: "O Mu'awiyah, I heard the Messenger of Allah, peace and blessings of Allah be upon him, say: 'There is no leader or governor who closes his door against those in need, those in poverty, and the destitute, except that Allah closes the gates of the heaven against his need, his poverty, and his destitution.'" He said: So Mu'awiyah appointed a man to handle the needs of the people.
