Musnad Ahmad 527:1

Hassan ibn Musa narrated to us, Abdullah ibn Lahi'ah narrated to us, Ayyash ibn Abbas narrated to us, from Shuyaym ibn Baytan, from Junadah ibn Abi Umayyah, that he said upon the pulpit in Rhodes, when he flogged the two men who had stolen from the people's spoils: "Nothing prevented me from cutting their hands except that Busr ibn Artah found a man who had stolen during a military expedition, who was called Masdar, and he flogged him and did not cut his hand, and he said: 'The Messenger of Allah, peace and blessings of Allah be upon him, forbade us from performing the cutting [of hands] during military expeditions.'"
