Musnad Ahmad 36:6

Abu al-Yaman narrated to us, Shu'ayb informed us, from al-Zuhri, 'Urwah ibn al-Zubayr informed me, that Hisham ibn Hakim ibn Hizam found 'Iyad ibn Ghanm while he was in Homs, exposing some people of the Nabataeans to the sun for the payment of the jizya. Hisham said to him, "What is this, O 'Iyad? For I heard the Messenger of Allah, peace and blessings of Allah be upon him, say: 'Indeed, Allah, Blessed and Exalted is He, will punish those who punish people in this world.'"
