Musnad Ahmad 36:7

Ya'qub ibn Ibrahim ibn Sa'd narrated to us, Ibn Akhi Ibn Shihab narrated to us, from his uncle, who said: Urwah ibn al-Zubayr informed me that 'Iyad ibn Ghanam and Hisham ibn Hakim ibn Hizam passed by the governor of Homs while he was exposing some Nabataeans to the sun [as a form of punishment]. One of them said to the governor: "What is this, O so-and-so? I heard the Messenger of Allah, peace and blessings of Allah be upon him, say: 'Indeed, Allah, Blessed and Exalted is He, will punish those who punish people in this world.'"
