Musnad Ahmad 770:41

Hajjaj ibn Muhammad narrated to us, Sharik informed us, from Abu Ishaq, from al-Mundhir ibn Jarir, from his father, who said: The Messenger of Allah (peace and blessings of Allah be upon him) said: "There is no group of people who commit acts of disobedience while among them is a man who is more powerful and more influential than them, yet they do not change it, except that Allah the Almighty covers them all with a punishment," or he said: "The punishment befalls them."
