Musnad Ahmad 1150:4

Yazid narrated to us, Hammad ibn Salamah informed us, from Ali al-Bunani, from Abu al-Hasan, from Amr ibn Murrah, that he said to Muawiyah: I heard the Messenger of Allah, peace and blessings of Allah be upon him, say: "There is no ruler who closes his door against the needy, the destitute, and the poor, except that Allah closes the gates of the heaven against his need, his destitution, and his poverty."
