Musnad Ahmad 1153:502

Hashim narrated to us, he said: Muhammad—meaning Ibn Rashid—narrated to us, from Yahya ibn Yahya al-Ghassani, who said: I came to Medina and met Abu Bakr ibn Muhammad ibn ‘Amr ibn Hazm, and he was the governor of Medina. He said: A thief was brought to me, and my maternal aunt, ‘Amrah bint ‘Abd al-Rahman, sent word to me: "Do not be hasty in the matter of this man until I come to you and inform you of what I heard from ‘Aishah regarding the matter of the thief." He said: So she came to me and informed me that she heard ‘Aishah say: The Messenger of Allah (ﷺ) said: "Cut [the hand] for a quarter of a dinar, and do not cut for what is less than that." And a quarter of a dinar was, on that day, three dirhams, and the dinar was twelve dirhams. He said: "And his theft was less than a quarter of a dinar, so I did not cut his hand."
