Musnad Ahmad 3:98

Sufyan narrated to us, from Ayyub ibn Musa, from Nabih ibn Wahb, from Aban ibn Uthman, from Uthman, attributing it to the Prophet, may Allah bless him and grant him peace, who said: "The person in the state of Ihram shall not marry, nor shall he propose marriage."
