"And Pharaoh said" – The verb is attributed to him alone because the command is one of his functions, not the function of his retinue. This is in contrast to the preceding actions, such as arrogance and the like, which are attributed to him and his retinue. However, it is apparent that he is not included among those who said, "Have you come to us to turn us away from that which we found our fathers upon?" because he—may he be cursed—would not manifest the worship of anyone, as his retinue and the rest of his people used to do. That is, he said to his retinue, ordering them to arrange the prerequisites for compelling [the opposition] through action after having despaired of compelling them through speech: "Bring me every learned magician,"—that is, one who is proficient and skilled in the arts of magic. Hamza and al-Kisa'i read it as "sahhar" (a master magician).
