Tafsir of Yunus 10:86

This is a supplication for deliverance from the evil of their proximity and the evil of their conduct after being saved from their oppression. For this reason, they were described as "disbelievers" after having been described as "oppressors." Thus, it is a case of using the explicit noun in place of the pronoun. It is permissible that "the oppressing people" refers to the faction they feared, while "the disbelieving people" is a broader term encompassing them and others.

In placing reliance (Tawakkul) before the supplication—even though it is an explanation of Musa’s (peace be upon him) command to them—there is an indication that it is proper for the supplicant to base their supplication upon reliance on Allah, the Exalted, for it is more hopeful for an answer. One should not assume that reliance contradicts supplication, for supplication is one of the causes for the intended outcome. Reliance is the severance of causes, in the sense that what is meant by it is cutting off consideration of ordinary causes and restricting it to their Cause (the Exalted and Majestic), and believing that the matter is tied to His will—whatever He wills occurs, and whatever He does not will does not occur. Scholars have clearly stated that if a person engages with causes while holding this belief, they are still considered to be relying [upon Allah].

Just as reliance does not contradict supplication, as this verse suggests, the same applies to submission (Istislam). Indeed, in the statement of some that submission is an attribute of Ibrahim (peace be upon him)—and that among its effects was the abandonment of supplication when he was thrown into the fire, and his sufficiency with the knowledge alluded to by his words, "My knowledge of my state is sufficient, replacing my request"—there is that which suggests a contradiction. However, whoever understands the spiritual stations and examines the matter deeply will find the reconciliation of these two matters easy.
