Tafsir of Yunus 10:96

(Indeed, those upon whom the word of your Lord has come to pass...) This is an explanation of the origin of the disbelievers' persistence in their state of disbelief and misguidance, to the point where they can no longer benefit from faith. That is, those upon whom the word of your Lord—meaning His decree and judgment—has been established. According to the Ash‘aris, this is interpreted as His eternal will, which relates to things as they are in His eternal knowledge, signifying that they will die in a state of disbelief or abide eternally in the Fire. (They will not believe) [96], for it is impossible for His decree—Glory be to Him—to be overturned, or for His will—Majestic is His Majesty—to fail.
