**"To Allah is your return"**

It is a masdar mimi (a gerund derived with an initial meem). Its morphological rule would require a fatha on the jeem (i.e., marja'akum), because it is from the category of daraba/yadribu, and the rule for its masdar mimi is as such, as has been established in its appropriate place. It means: to Him, the Exalted, is your return through death, then resurrection for recompense on such a day, and not to any other. [Your return will be] altogether, with none of you lagging behind.

"And He is over all things competent."

Thus, His, the Exalted’s, power to cause you to die, then resurrect you, and recompense you—thereby punishing you with various kinds of torment—is subsumed under this totality. This is a confirmation and emphasis of the previously mentioned day, and a justification for the [command to] fear.
