Tafsir of Al-Hijr 15:25

"And indeed, your Lord—He will gather them" For recompense. Regarding the mediation of the pronoun (He), it is said that it is for restriction; meaning, He—glory be to Him—is the one who will gather them, and no one else. It has been objected to this by stating that in such constructions, the action is usually taken as established, while the dispute concerns the agent; whereas here, the case is not such. Thus, the better view is to consider it as serving to provide emphasis. This is countered by the argument that this is not accepted in the case of true restriction (al-qasr al-haqiqi).

Beginning the sentence with "Indeed" (inna) is to verify the promise and to alert that what preceded indicates the validity of the judgment. The shift in address (iltifat) and the reference to the title of Lordship (al-rububiyyah) contain an indication of its cause. Furthermore, the attribution [of the Lord] to the pronoun of the Prophet—may Allah exalt him and grant him peace—is a sign of divine kindness toward him, upon him be peace and blessings.

Al-A'mash read "yahshiruhum" with a kasra on the sheen (i.e., yahshiruhum).

"Indeed, He is Wise" Possessing profound wisdom, meticulous in His actions. Wisdom, according to them, is an expression for the knowledge of things as they truly are, and the performance of actions as they ought to be.

"Knowing" His knowledge encompasses everything. Perhaps the precedence of the attribute of "Wise" is to signal that wisdom necessitates the gathering and recompense. Some have explicitly stated that the sentence is a new beginning (musta'nafah) for the purpose of giving the reason.
