Surah Al-Isra 17:103

ﲽ ﲾ ﲿ ﳀ ﳁ ﳂ ﳃ ﳄ ﳅ

So he intended to drive them from the land, but We drowned him and those with him all together.

"He intended to provoke them" (Pharaoh intended to provoke them). That is, Moses and his people. The root of istifzaz (provocation) is agitation, and it is used here as a metonym for expelling them "from the land," meaning the land of Egypt in which they resided, or from the earth entirely. Expelling them from that necessitates their killing and extermination, which is what is intended.

"So We drowned him and those with him, all together." That is, We inverted his plot against him; for while he intended that for them, it fell upon him instead of them. He was "provoked" (expelled/destroyed) by drowning, he and his people. This inversion is clearer than the sun regarding the latter interpretation, and apparent regarding the former; for he intended to expel them from Egypt, so he himself was expelled with the most severe of expulsions through destruction. Any excess [in the punishment] does not invalidate the inversion, but rather strengthens it.
