Tafsir of Maryam 19:69

"Then We shall surely extract from every sect" — that is, every group that supports and assists one another in falsehood, or a group that follows falsehood as implied by the verse being about the disbelievers, or a group that follows a religion in general as implied by it being about the believers and others.

"Whichever of them was most severe against the Most Merciful in insolence (عُتِيًّا)" — that is, remoteness from obedience and disobedience. According to Ibn Abbas, it means audacity; according to Mujahid, it means disbelief; and it is said to mean fabrication in the dialect of Tamim. The majority hold the first interpretation, and in all these interpretations, it is a verbal noun (masdar). It contains the two recitations previously mentioned regarding jithiyan. Some have claimed it is the plural of jathin (kneeling), but that is contrary to the apparent meaning here.

"Extraction" means to bring out, as in the saying of the Exalted: "And He drew out (naza‘a) His hand." The intent is the continuity of this action; that is, We extract and single out from every one of the groups of disbelief the most rebellious of them, one after another, until they are all encompassed. Then, when they are gathered, We cast them into the Fire in order, prioritizing those most deserving of the punishment, then the next most deserving. That is the saying of the Exalted: [continuation of the verse].
