Tafsir of Maryam 19:94

(He has enumerated them) He has encompassed and surrounded them, such that almost no one among them can escape the enclosure of His knowledge and the grasp of His power—glorified be His Majesty.

(And He has counted them one by one) That is, He has counted their persons, their breaths, and their actions; for everything with Him, the Exalted, is by measure.
