Surah Ta-Ha 20:92

ﱷ ﱸ ﱹ ﱺ ﱻ ﱼ ﱽ

[Moses] said, "O Aaron, what prevented you, when you saw them going astray,

His saying, the Exalted: "He said, 'O Aaron...'"

This is an initiation [of a new sentence] arising from the narration of their previous response—namely, His saying, the Exalted: "We did not break our appointment with you..." and so on. It is as if it were said: "What then did Moses say to Aaron, peace be upon them both, when he heard their response, and was he satisfied with his silence after witnessing what he witnessed of them?"

It is said: He said to him—while he was enraged, having seized him by his beard and his head—"O Aaron, what prevented you when you saw them go astray" by worshipping the calf, and [that] they did not heed the proof of its invalidity?
