Tafsir of Al-Hajj 22:14

"Indeed, Allah will admit those who have believed and done righteous deeds to gardens beneath which rivers flow."

This is an initiation of speech to clarify the perfect excellence of the state of the believers who worship Him—the Exalted—and that He—the Exalted—grants them eternal blessings, following the exposition of the extremity of the wretched state of the disbelievers.

The sentence "beneath which rivers flow" is an adjective for the gardens. If "gardens" (jannat) is intended to mean the dense trees that conceal what is beneath them, then the flowing of the rivers beneath them is evident. If it is intended to mean the land itself, then a genitive addition must be implied—that is, "beneath their trees." If it is taken as an expression for the combination of the land and the trees, then the consideration of "beneath" is in view of the visible part, which justifies the application of the name "garden" to the whole, as stated in Irshad al-'Aql al-Salim.

"Indeed, Allah does what He intends."

This is an elucidation of what preceded it and a confirmation by way of verification. That is, He—the Exalted—certainly performs everything He intends of the perfected actions that are appropriate and built upon brilliant wisdoms, among which is rewarding those who believed in Him and affirmed His Messenger—may Allah bless him and grant him peace—and punishing those who disbelieved and denied His Messenger—peace and blessings be upon him.
