Tafsir of Al-Hajj 22:16

(And thus We have sent it down [as] clear verses...)

(And thus): That is, in such a wondrous manner of revelation, which contains profound wisdom.

(We have sent it down): Meaning the entire noble Quran.

(as clear verses): That is, verses whose indication of their beautiful meanings is manifest. The reference here is to the aforementioned revelation, which follows the demonstrative pronoun. It is also permissible that what is intended is the revelation of the preceding verses. Regardless, it implies that the noble Quran, in all of its chapters, is a complete exposition—not solely regarding the matter of resurrection.

(Verses) is in the accusative case as a state (hal) from the pronominal suffix [in anzalnahu].

(And that Allah guides whom He wills):

With the estimation of the lam (for the reason that), and it is linked to an omitted element that is estimated to come afterward to provide additive exclusivity. That is: "And because Allah the Exalted guides—after [the initial] guidance, or establishes upon guidance, or increases therein—whomever He wills to guide, establish, or increase in it, He sent it down in such a manner."

Alternatively, it is interpreted as an infinitive (masdar) in the nominative case as the predicate of an omitted subject; that is: "And the matter is that Allah guides..."

It is also permissible that it is conjoined to the position of the object of (We have sent it down); that is: "And We have sent down that Allah guides..."
