To Him belongs whatever is in the heavens and whatever is on the earth, in terms of creation, ownership, and disposal. The particle "li" (to Him) denotes absolute exclusivity. And indeed, Allah is the Self-Sufficient—He who is not in need of anything at all—the Praiseworthy, who is praised by all His creation, whether by word or by state, for His attributes and His actions.
