Tafsir

"Allah chooses"—meaning He selects—"from the angels messengers" who act as intermediaries between Him, the Exalted, and the Prophets (peace be upon them) regarding revelation, "and from mankind"—meaning He also selects from mankind messengers who call whom He wills to Him, the Exalted, and convey to them what has been sent down upon them. "And Allah is most knowing of where He places His message." The priority given to the angelic messengers is because they are intermediaries between Him, the Exalted, and the human messengers. The phrase "from mankind" is conjoined to "from the angels," and it is prioritized in the structure over "messengers," so there is no need for [further] estimation, even though the messengers of each group are characterized by attributes different from the other, as we have indicated.
It is said: The meaning is that Allah chooses from among the angels messengers to the rest of them to convey what He has charged them with regarding acts of obedience, and from among mankind messengers to the rest of them to convey what He has also charged them with. This is a commencement in establishing the [institution of] Messengership after dismantling the foundation of polytheism and strengthening the pillars of monotheism.
In some reports, it is stated that the verse was revealed due to the statement of Al-Walid ibn al-Mughirah: "Has the reminder been sent down to him [instead] of us?" The verse contains a refutation of the polytheists' claim that "the angels are the daughters of Allah" and other such falsehoods of theirs.
"Indeed, Allah is Hearing"—of all audible things, and this includes the speech of the messengers—"Seeing"—of all visible things, and this includes the states of those to whom the messengers are sent. It is also said that Hearing and Seeing are metonyms for His, the Exalted, knowledge of all things, based on the context.
