Tafsir of Al-Mu'minoon 23:22

In the land and the sea, by yourselves and your burdens. The pronoun in "upon them" refers to the livestock (al-an'am), considering the attribution of the part to the whole. It is also permissible for it to refer to them on the basis that the intended meaning is camels, by way of istikhdam (using a word to denote two meanings), as they are the ones carried upon by the people, and they are appropriate to be likened to ships; indeed, they are the "ships of the land." Dhu al-Rumma said in his Saidah: "A ship of the land, beneath the cheek of its bridle..."

This is something that is unobjectionable. As for interpreting "livestock" from the very beginning as specifically "camels," it does not befit the context of bestowing favors nor the flow of the discourse. In joining them with the ships in the act of being carried upon, there is an exaggeration regarding their capacity to bear loads. It has been said: This is what necessitated delaying the mention of this benefit—despite it being among the benefits derived from them—until after the mention of the benefit of consumption, which relates to their very essence.
