The pronoun in the words of the Exalted, "So have We inserted it into the hearts of the criminals," refers to the Qur’an, as necessitated by the arrangement of the preceding and succeeding pronouns in a single thread. Al-Rummani and others held this view.
The meaning, as has been said, is: "Just as that wonderful insertion mentioned," We inserted it—meaning, We caused the Qur’an to enter into the hearts of the criminals, so they understood its meanings and recognized its eloquence and that it is beyond human capacity. Furthermore, the knowledge of the People of the Two Books regarding its status, and the glad tidings in the revealed scriptures concerning its revelation, were joined to it.
