Tafsir
Verse range: 26:222
That is, one who engages in much ifk, which is lying.
One who commits many sins. The word "every" (kull) is used to denote multiplicity; it is also permitted that it be for comprehensiveness. There is nothing far-fetched in them descending upon everyone who is perfect in lying and sinning, such as the soothsayers like Shaq ibn Rahm ibn Nazir and Satih ibn Rabi'ah ibn 'Adi.
The intent behind the specification in the context of the explanation, the flow of the discourse, or the concept of mafhūm al-mukhālafah (the implication of the opposite) for those who uphold it, is to limit their descent to every person characterized by the aforementioned traits, restricting them to those individuals such that they do not transgress toward others. Since the sphere of the Messenger of Allah (may Allah bless him and grant him peace) is purified from even the slightest shadow of any of those qualities, the impossibility of their descent upon him (upon him be prayers and peace) becomes manifest.
