"And recite to them..." is a conjunction linked to the implicit verb governing "when he called out," meaning: mention that to your people and recite to them the news of Abraham.

"The news..." meaning his account of great significance, just as it was revealed to you, so that it may be firmly established with you—given that they are not affected by what it contains due to the intensity of their stubbornness. The style is shifted to emphasize the importance of this story, because their lack of belief after becoming acquainted with what it contains is the strongest proof of their extreme insolence; for Abraham, peace be upon him, is their forefather, whom they boast of being related to and whom they claim to emulate.
