"And the soldiers of Iblis": The most apparent [meaning] is that it refers to the devils, and it is a conjunction following what preceded it. Conjunction generally necessitates a distinction in essence, and there is no need to interpret it as a subset [of the previous group] or to categorize it as being of the type: "To the king, the noble, and the son of the brave."

It has been said: The meaning of the soldiers of Iblis is his followers among the disobedient of the two weightier classes (humans and jinn). Some eminent scholars chose the first [opinion] and argued that it is the valid [interpretation] because the context preceding and following it concerns the wretched state of the polytheists in Hellfire. Ibrahim (peace be upon him) said this to his own polytheistic people; therefore, there is no relevance in mentioning the state of other people in this scenario—indeed, they have no presence in the story. Mentioning the devils alongside the polytheists is because they are the ones who seduced them into the worship of idols. It is not hidden, however, that there is also a basis for generalization, in the sense that it serves to further terrify [the audience regarding] that Day.

"All of them": This is a corroboration (emphatic) for the pronoun and what is conjoined to it.
