(He said) is a narrative resumption, as if it were said: "What did Solomon, peace be upon him, do upon hearing that?" So it was said: He said: (We shall see), meaning: We shall contemplate and reflect; and the "seen" (prefix) is for emphasis, meaning: We shall certainly ascertain through testing (whether you spoke the truth or whether you are among the liars).
The sentence is suspended from the verb due to the interrogative. The requirement of the apparent meaning would have been "or whether you lied." The preference for the form used in the Noble Order is to signify that lying in this specific matter necessitates one’s inclusion in the ranks of those labeled as liars, who are firmly established in it. For the delivery of such fabricated statements, with an elegant arrangement designed to sway the hearts of the listeners toward accepting them without having any basis of truth at all—especially before a great prophet whose power is feared—rarely emanates from anyone other than one whose feet are firmly planted in lying and falsehood, and for whom it has become a disposition such that he cannot restrain himself from it, in any place whatsoever.
Some have claimed that this was to observe the rhyming end of the verses, but that is of no consequence at all. In the verse, according to al-Iklil, is the indication of a ruler accepting the excuse of his subjects, averting punishment from them, and testing the truthfulness of what they offered as an excuse.
