Tafsir of Al-Qasas 28:3

"(From the news of Moses and Pharaoh)" means from their story of wondrous significance. The prepositional phrase is connected to an implied word that serves as an adjective for the deleted object of "We recite," meaning: "We recite something that is from their news."

The apparent meaning is that "from" (min) is partitive (tab'idiyyah). Some have allowed that it is explanatory (bayaniyyah), or that it is an expletive (silah) according to the view of al-Akhfash, in which case "news" (naba') is genitive in form and nominative in place as the object of "We recite." The words of some suggest that "from" itself is the object, as if to say, "We recite some of the news," but this is debatable. Regardless of the interpretation, there is no disagreement that the news is what is being recited, as it is a form of speech.

His saying, the Almighty: "(In truth)," is connected to an implied word that serves as a state (hal) for the subject of "We recite," meaning "while we are accompanied by truth," or for its object, meaning "we recite something of their news while it is accompanied by truth." Alternatively, it is an adjective for the verbal noun of "We recite," meaning "we recite a recitation accompanied by truth."

His saying, the Almighty: "(For a people who believe)," is connected to "We recite," and the letter lam signifies purpose. The believers are specifically mentioned, despite the generality of the invitation and the explanation, because they are the ones who benefit from it.
