And We made them leaders inviting to the Fire, and on the Day of Resurrection they will not be helped.

Tafsir
Verse range: 28:41
{And We made them leaders calling [people] to the Fire}
That is, We created them as leaders—examples of misguidance—because of their causing others to follow the path of misguidance, as is indicated by His saying, Exalted is He: {calling to the Fire}, meaning to that which necessitates it, such as disbelief and disobedience; this being either a figurative expression for these acts or based on an elliptical construction (implying 'to the causes of the Fire'). The intent is that We made them straying and leading others astray. The "making" (ja'l) here is like that in His saying: {And made the darkness and the light}.
The verse is manifest in supporting the doctrine of the People of the Sunnah that both good and evil are created by Allah, the Almighty and Majestic. The Mu'tazila have interpreted it, at times, as the "making" here meaning "naming," as in His saying: {And they have made the angels, who are servants of the Most Merciful, females}, meaning: We named them among the nations that followed them as "callers to the Fire." At other times, they interpreted their being made as such as meaning that He abandoned them (khidhlân) and withheld from them grace and the facilitation toward guidance. The first [interpretation] is narrated from al-Jubba'i, and the second from al-Ka'bi.
As for Abu Muslim, he held that the intent is: We made them, by hastening the punishment upon them, leaders—that is, those who go ahead of those who follow them among the disbelievers into the Fire. This is extremely far-fetched, as is not hidden.
{And on the Day of Resurrection, they will not be helped}
That is, [they will not be helped] by the warding off of the punishment from them in any way.
