Tafsir of Al-`Ankabut 29:44

"God created the heavens and the earth with the truth." That is, in a rightful manner, observing wisdom and interests. It is either a state (hal) pertaining to the Subject of "created," or it means that they are encompassed by the truth from which there is no deviation, entailing religious and worldly benefits, as a state pertaining to its Object. For indeed, while containing everything related to their livelihoods, they are witnesses indicating His affairs—Exalted is He—pertaining to His Essence and His Attributes, as His saying clarifies: "Indeed, in that is a sign for the believers."

"Indicating for them" what has been mentioned of His affairs—Mighty and Majestic is He. The believers are specifically mentioned, despite the general guidance and instruction provided by their creation for all, because they are the ones who benefit from it.
