Surah Al Imran 3:131

ﳅ ﳆ ﳇ ﳈ ﳉ

And fear the Fire, which has been prepared for the disbelievers.

And fear the Fire

(And fear the Fire) means: beware of following the usurers and engaging in that which they engage in, namely the consuming of usury, which leads to entering the Fire.

(Which has been prepared) means: which has been readied for the disbelievers. It is the layer [of Hell] whose heat is most intense and whose torment is multiplied, and it is not the same Fire that the sinners of the nation of Muhammad (may Allah exalt him and grant him peace) will enter, for that [latter] is less than this. In this there is an indication that the consumers of usury are on the brink of the abyss of the disbelievers.

It is also possible to say: the Fire, in an absolute sense, was created for the disbelievers and prepared for them primarily and essentially; others enter it only secondarily. Thus, the description [in the verse] is not for the purpose of exclusivity. This is the view held by the majority of scholars. It is narrated from the Greatest Imam (may Allah be pleased with him) that he used to say: "This verse is the most terrifying verse in the Quran, for Allah the Almighty has threatened the believers with the Fire prepared for the disbelievers if they do not fear Him by avoiding His prohibitions." It is not an explicit text indicating exclusivity.
