Surah Ar-Rum 30:16

ﱁ ﱂ ﱃ ﱄ ﱅ ﱆ ﱇ ﱈ ﱉ ﱊ ﱋ

But as for those who disbelieved and denied Our verses and the meeting of the Hereafter, those will be brought into the punishment [to remain].

"As for those who disbelieved and denied Our signs"—which include the verses that explicitly state what has been detailed—"and [denied] the meeting of the Hereafter"—that is, they denied the Resurrection. This is explicitly mentioned, despite its inclusion under the denial of the signs, to emphasize its significance.

The Exalted’s saying, "Then those," is a demonstrative reference to the aforementioned subject, considering its characterization by the disbelief and denial of His signs and the meeting of the Hereafter, as contained within the relative clause. This serves to signal the completeness of their distinction from others through this [disbelief], and their alignment within the sequence of observations. The sense of remoteness contained in the demonstrative [‘those’], despite the recent mention of the referent, serves to indicate the depth of their abject status in evil. That is: then those who are described with the aforementioned vices "will be brought into the punishment," permanently, never to be absent from it.

It is apparent that the transgressors (fussaq) among the people of faith are not included in either of the two groups. As for their exclusion from "those who disbelieved and denied the signs and the Resurrection," it is manifest. As for their exclusion from "those who believed and did righteous deeds," it is either because this [term] is not used in common parlance except for believers who abstain from grave sins, as has been said, or because the "sinful believer" applies to a believer who has not performed any righteous deeds. Thus, they are not included in that [latter group] when considering all individuals, and their ruling is known from other verses. So, do not be heedless.
