Surah Ar-Rum 30:19

ﱝ ﱞ ﱟ ﱠ ﱡ ﱢ ﱣ ﱤ ﱥ ﱦ ﱧ ﱨ ﱩ ﱪ ﱫ

He brings the living out of the dead and brings the dead out of the living and brings to life the earth after its lifelessness. And thus will you be brought out.

{He brings the living out of the dead, and He brings the dead out of the living}

The human being [emerges] from the sperm-drop, and the sperm-drop [emerges] from the human being. This is the interpretation transmitted from Ibn Abbas and Ibn Mas‘ud, though perhaps their intention was [to provide] an example. According to Mujahid: "He brings the believer out of the disbeliever, and He brings the disbeliever out of the believer." It has also been said: "It means He makes life follow death, and vice versa."

{And He gives life to the earth}

By [producing] vegetation.

{After its death}

[After] its dryness. Thus, "life" and "death" are used metaphorically here.

{And in like manner}

Meaning, in the same way as that extraordinary act of bringing forth.

{You will be brought out}

From your graves. Ibn Wathab, Talha, and al-A‘mash read it as tukhrajun (you will be brought out) with a fatha on the ta and a damma on the ra. This, according to what has been said, is a form of elaboration on His saying—the Exalted—: {He begins the creation, then He will repeat it}.
