Surah Luqman 31:23

ﲊ ﲋ ﲌ ﲍ ﲎ ﲏ ﲐ ﲑ ﲒ ﲓ ﲔ ﲕ ﲖ ﲗ ﲘ ﲙ ﲚ

And whoever has disbelieved - let not his disbelief grieve you. To Us is their return, and We will inform them of what they did. Indeed, Allah is Knowing of that within the breasts.

(And whoever disbelieves, let not his disbelief grieve you) Meaning: Let that not concern you.

(To Us is their return) Meaning: Their return by resurrection on the Day of Resurrection, not to anyone else.

(Then We will inform them of what they did) Meaning: Of their deeds, or of that which they committed in the worldly life of disbelief and acts of disobedience, through torment and punishment. It is said: "To Us is their return" in both abodes, so We will recompense them with destruction and torture. The first view is more apparent. Regardless of which interpretation is taken, the sentence serves as a justification, as if it were said: "Do not let the disbelief of those who disbelieve concern you, for We will take retribution against them and punish them for their deed or that which they have done." The use of the plural in the three pronouns [in the Arabic: *marji‘uhum*, *fa-unabbi’uhum*, *‘amilu*] is in consideration of the meaning of "whoever" (*man*), just as the use of the singular in the first [part of the verse] is in consideration of its wording.

It has been recited in the seven canonical readings as la yahzunka (let it not grieve you), the present tense of ahzana, the form IV verb derived from hazana (to grieve). The hamza has been added to denote transitiveness, to provide the benefit of conveyance. Hazana and ahzana are two dialects; Al-Yazidi stated that hazanahu is the dialect of Quraysh, while ahzanahu is the dialect of Tamim, and both have been recited. Al-Zamakhshari mentioned that what is most widespread in usage is the past tense of the derived forms and the present tense of the triliteral root, though the responsibility for that claim rests upon him.

(Indeed, Allah is Knowing of that within the breasts) This is a justification for the "informing" which is used here to denote recompense. Meaning: He, Glorified is He, will recompense them because He, Mighty and Majestic is He, is Knowing of the innermost thoughts; so what, then, is your assumption regarding matters other than them?
