Surah Saba' 34:38

ﲶ ﲷ ﲸ ﲹ ﲺ ﲻ ﲼ ﲽ ﲾ

And the ones who strive against Our verses to cause [them] failure - those will be brought into the punishment [to remain].

Surah Saba: (38) And those who strive against...

"And those who strive against Our verses"—by rejecting them and finding fault in them—"seeking to frustrate [Us]"—that is, according to their false assumption, they seek to frustrate Allah (Mighty and Majestic is He) or His prophets (peace be upon them). The essence of this is that they falsely claim they can outrun [divine decree] and that Allah Almighty or His prophets are incapable of reaching them; the meaning of the reciprocal action (mufā'alah) is not intended here. "Those"—whose status in evil has reached the furthest point—"will be brought into the punishment." That which they relied upon will be of no benefit to them. Mentioning the punishment in place of its location contains an obvious level of hyperbole.
