Tafsir of Fatir 35:16

(If He wills, He can do away with you) meaning: If He, glorified be He, wills to cause you to perish—O people—and bring about a new creation, He will cause you to perish (And bring about a new creation) meaning: a world other than mankind that you do not know. This applies if the address is general. Or, (If He wills, He can do away with you)—O polytheists, or O Arabs—(and bring about a new creation) who are not of your quality, but rather are persistent in His obedience and His oneness. This applies if the address is specific. The interpretation of "new" as what you have heard is narrated from Ibn Abbas, may Allah be pleased with them both. In any case, the sentence is a confirmation of His, the Mighty and Majestic’s, self-sufficiency.
