Ya-Sin: (2) Wal-Qur'an al-Hakim

(And the Qur'an) is the commencement of an oath. It is permissible that it be a conjunction to "Ya-Sin," based on the estimation that it is in the genitive case through an implied oath-particle (ba), rather than it being an oath following an oath, due to what you have heard of their statements.

(The Wise) means possessor of wisdom, based on it being a pattern of attribution, like labin (possessor of milk) and tamir (possessor of dates); that is, containing wisdom, or [the Qur'an] speaking with wisdom, as one says "the living," implying it is a metaphorical construct (isti'ara makniyya), or [it is] characterized by wisdom, in which case the attribution is figurative—its reality being an attribution to Allah the Exalted, the One who speaks it.

In al-Bahr, it is either a fa'il pattern in the sense of muf'il—like saying "I thickened the honey," so it is aqid, meaning thickened—or it is for intensification, derived from hakim (judge).
