Tafsir of Az-Zumar 39:52

"Do they not know that Allah extends provision for whom He wills"—that is, He extends it for him—"and restricts [it]"—that is, for whom He wills to restrict it for, without anyone else having any input in that matter. This is because He withheld provision from them for seven [years], then extended it for them for seven [years].

"Indeed, in that"—which has been mentioned—"are signs"—indicating that all occurrences are from Allah, may His affair be exalted, and that the causes are, in reality, nullified—"for a people who believe," since they are the ones who use these [signs] as evidence for what they signify.
