Tafsir of Ghafir 40:13

He is the One who shows you His signs (which point to His majestic affairs that necessitate His oneness in divinity, so that you may infer therefrom and act according to their requirements. Thus, when He, glory be to Him, is invoked alone, you believe, and if [anything] is associated with Him, you disbelieve). These signs are what one witnesses of the effects of His power—mighty and majestic is He—and in everything there is a sign for Him that indicates that He is One.

And He sends down (in the intensive form, though also read in the light form, denoting the act of sending down) for you from the sky provision; that is, the cause of provision, which is rain. It is singled out for mention, despite being one of many such signs, because of its unique status as an effect of His mercy and one of the greatest of His blessings that necessitates gratitude. The present tense form in both verbs indicates the renewal and continuity of this showing and sending down. The prepositional phrase is placed before the direct object for reasons mentioned more than once.

And none will be mindful (through those signs which are as if embedded in the intellects due to their clarity, yet are neglected due to preoccupation with imitation and the following of desires) except he who turns back (that is, turns away from denial by inclining toward them and reflecting upon them, for he who is certain of a thing does not look into what contradicts it; thus, he who does not turn back is far removed from being mindful).
