Ghafir: (59) Indeed, the Hour is coming...

(Indeed, the Hour is coming; there is no doubt about it) that is, about its arrival; meaning, its arrival is inevitable and without fail, due to the clarity of the evidence for its possibility and the consensus of the prophets regarding the truthful promise of its occurrence. It is also possible that the meaning is that it is coming, and that it is not a place for doubt—meaning, due to the clarity of the evidence, up to what has already been mentioned. The difference is that, according to the first interpretation, the object of the doubt is the arrival, while according to the latter, it is the Hour itself. Interpretation based on the latter is more appropriate.

(But most of the people do not believe) meaning, they do not attest to it, due to their limited perspective focusing only on what they perceive through the apparent senses, and because illusions have dominated their intellects.
